HUD Continuum of Care (CoC) Application
The annual CoC application is composed of two parts; the Consolidated Application and the Priority Listing. The details regarding HUD priorities and additional threshold requirements are released for each funding year at the time of HUD’s Notice of Funding Opportunity (NOFO) for the CoC Program. The Consolidated Application is prepared and submitted by the DuPage County CoC’s designated Collaborative Applicant, DuPage County Community Services. HUD assesses CoCs nationwide on system-wide performance outcomes and coordination, and scores and ranks CoCs accordingly to determine which CoCs will receive funding priority for project applications submitted by the CoC in the Priority Listing.
2025 DuPage Homeless CoC Local Competition Announcement
HUD published the FY2025 CoC Funding Notice for Homeless Assistance Grants on November 13, 2025. CoC project applications are due no later than December 13, 2025. The Notice of Funding Opportunity (NOFO) for the Fiscal Year (FY) 2025 CoC Program Competition has been posted on Grants.gov and is available on the HUD Continuum of Care Program Competition page of HUD’s website.
The CoC Consolidated Application, CoC Priority Listing, and Project Applications will be available in e-snaps. Collaborative Applicants and project applicants will access the applications to review, update, and enter required information for the application process. Additional guidance is posted on the CoC Program Competition page of HUD’s website. The HUD deadline date is January 14, 2026. CoC project applications are due in e-snaps NO later than December 13, 2025.
The DuPage CoC hosts a CoC-wide Application Workshop each year prior to the submission of the new and renewal projects in the HUD e-snaps portal. This workshop is recorded. The link to the recording is below:

HUD CoC NOFO Application
Approximately $3.918 billion is available. Of this, $52 million is available for Domestic Violence bonus projects.
The DuPage County CoC has established a local process for assessing local gaps and needs, determining funding priorities for its CoC program, determining possible reallocations, inviting, reviewing, scoring and ranking projects according to successful performance that reflects the project’s ability to assist with addressing system-wide progress towards ending homelessness. The DuPage County CoC has established policies and procedures for this process.
2025 CoC Rating and Ranking Procedures
DuPage CoC Deadlines
November 18, 2025 – DuPage CoC opens its local competition and posts deadline dates. Project renewal and new project templates will be sent as soon as HUD posts the application guides.
December 8, 2025 – New and Renewal projects will submit a CoC project template for evaluation.
December 10, 2025 – Leadership committee ranks all new and renewal projects.
December 13, 2025 – The DuPage CoC Local Competition is complete. Each project application must be submitted in e-snaps for final CoC review.
December 30, 2025 – Each project applicant is notified in writing if their project is accepted, rejected, reallocated or reduced on the CoC Project Priority Listing and it is posted.
E-snaps submission of projects may be no later than 30 days before the HUD deadline of 1/14/26. The DuPage CoC will notify all project applicants no later than 15 days before the application deadline of January 14th, 2026, whether their project application will be accepted and ranked, rejected or reduced as part of the CoC Consolidated application and of their number ranking.
These document the existence of a coordinated, inclusive, and outcome-oriented community process for the solicitation, objective review, ranking, and selection of CoC Program project applications. All project applications are evaluated and ranked based on the degree to which they improve the CoC system performance.
